We annex Plan A, whereon is shown the design of the
Harbour as prepared by Mr. Boulton, the red colour indicat-
ing the larger of the two schemes put forward for consid

eration and recommended for adoption by the Public Works
Committee of the Legislative Council, whilst the green
colour shows the smaller of the two projects, estimated to
cost $883,800 which, in our opinion, if adopted, would
prove entirely inadequate to provide for the requirements.

We subsequently received a letter from you,
13th. June, forwarding for our information a copy of a
further communication from the Colonial Office, covering a
Copy of telegraphic correspondence between the Secretary
of State and the Governor of Hong Kong, from which it
appeared that sanction had been given to the purchase of a
Dredger.
